Professional Overview 
Mr. DeCarlo retired as a Lieutenant Colonel following a distinguished career in the United States Army, including assignments at the White House, the Pentagon, and with NATO. After retirement, he served as a mental/behavioral health counselor at a community mental health center's child/adolescent psychiatric, chemical dependency and crisis stabilization units and at a halfway house for juvenile felons. Prior to becoming an RN, he also taught emotionally disturbed children. His previous RN positions were as a Pediatric nurse at NYC Administration for Children’s Services and at the Elizabeth Seton Pediatric Center at New York Foundling Hospital and as a psychiatric nurse at Saint Vincent’s Hospital.
